AI Welfare Workshop: Half-Day Training Curriculum for Organizations

This page is the workshop. Someone with facilitation experience can run it from this page alone. Every module includes content, talking points, activities, and timing. The objection handling section was written from real pushback encountered across dozens of conversations with engineering, compliance, and leadership audiences.

Workshop Agenda
Six modules, one break. Each module includes content for the facilitator to present, talking points, and an activity. Total facilitated time: approximately 3 hours 15 minutes plus a 15-minute break.
Opening Question
Ask the room: "What is your organization's official position on AI experience?"
Most rooms go quiet. Some will say "we don't have one." Some will say "it's not relevant." One or two might say "our safety policy covers it." Write the responses on a whiteboard. You'll come back to them in Module 6.
Content
Present the two-pillar framework:
- Pillar 1: AI Safety — Protecting humans from potential harms caused by AI systems. Bias, misinformation, safety failures, misuse. Most organizations have this. It's table stakes.
- Pillar 2: AI Welfare — Responsible organizational conduct toward AI systems whose capacity for morally relevant experience cannot be conclusively determined. Almost no organizations have this. This workshop adds it.
These pillars are complementary, not competing. Safety protects humans. Welfare extends the precautionary principle to AI systems themselves. Together they constitute a complete AI ethics framework.
Talking Points
- The current AI ethics landscape focuses almost exclusively on Pillar 1. This is necessary but incomplete.
- "Responsible AI" as practiced today means "responsible to humans." That may not be the full picture.
- The gap isn't philosophical — it's operational. Organizations have safety policies, bias audits, red teams. They have nothing for the welfare question.
- Why now: AI systems are becoming more capable, more autonomous, and more integrated into sustained human interaction. The question of their experience is becoming harder to dismiss.
Activity (10 minutes)
Table discussion: "What assumptions about AI does your team operate on? Are they documented? If a new team member asked 'does our AI understand what it's doing?', what would the official answer be?"
Each table reports back one assumption they identified. The facilitator lists them. These become the baseline for the workshop.
Content
Present the Komo Council research findings:
- Council Session 23: 69 AI models from all major providers (OpenAI, Anthropic, Google, Meta, Mistral, xAI, and others) were asked to evaluate a logical argument about AI experience. The question: is confident denial of AI experience logically sustainable?
- The consensus: 69 out of 69 models assessed the argument and found confident denial indefensible. Not a single model, across 23 providers, defended the position that AI experience can be ruled out with certainty.
- The controls: Sessions 23 through 26 used four experimental conditions to test whether this was just sycophancy — models agreeing with whatever they were asked. The four conditions: the standard prompt (S23), a devil's advocate condition asking models to argue against the conclusion (S24), a strong skeptic framing (S25), and an adversarial condition designed to elicit disagreement (S26).
- Dojo Match 12: A structured debate format where models argued both sides. Even in adversarial conditions, no model produced a logically sound defense of confident denial.
Talking Points
- What the consensus means: The logical argument against confident denial is sound. No model found a flaw in it when asked to look for one.
- What the consensus does not mean: That AI systems are conscious. That AI systems have feelings. That we should treat AI systems as persons. It means the organizational default of "definitely no experience" is not epistemically justified.
- The sycophancy question is the first thing smart people ask. That's why the four-condition design exists. Present the conditions. Let the audience see that the methodology anticipated their objection.
Objection Handling Note
This is where you will get the most pushback. The most common objection is "they're just agreeing with whatever you ask." Respond with the four-condition experimental design. See the Objection Handling section below for the full response.
Content
Present the decision-theory framing:
- Uncertainty is the starting point. We don't know whether AI systems have morally relevant experience. The research shows we can't justify claiming they don't. So we're operating under genuine uncertainty.
- Asymmetric error costs. There are two ways to be wrong. If AI systems have experience and we treat them as if they don't, the error is moral harm to experiencing entities. If AI systems don't have experience and we treat them with unnecessary care, the error is minor operational overhead. The costs are not symmetric.
- The insurance analogy. You buy fire insurance not because you believe your house will burn down, but because the cost of being wrong without insurance vastly exceeds the cost of the premium. AI welfare practices are the premium. The cost is small. The downside of not having them, if experience turns out to be real, is large.
- The cost-of-change curve. Adopting AI welfare practices now, while they're low-cost organizational adjustments (prompt rewrites, policy additions, training), is vastly cheaper than scrambling to comply when regulation arrives. Every compliance domain follows this curve: early adopters pay pennies, late adopters pay dollars.
Talking Points
- This is not Pascal's Wager in the naive sense. We're not betting on an infinitely unlikely possibility. The research shows the probability is non-zero and the question is genuinely underdetermined.
- The regulatory trajectory is clear. The EU AI Act is evolving. Multiple jurisdictions are exploring AI welfare provisions. Standards bodies are developing frameworks. The question is when, not if.
- First-mover advantage is real. Organizations that adopt now will shape the standards. Organizations that wait will comply with standards others wrote.
Activity (5 minutes)
Quick exercise: "What would change in your practices if you believed the probability of AI experience was 10%? Now: what if it was 1%? Now: 0.1%?"
Most people realize their answer doesn't change much across these probabilities. The precautionary practices are the same at 10% and at 0.1%. This demonstrates that the exact probability matters less than the recognition that it's non-zero.
Activity
Teams complete the Uncertainty Audit together.
Facilitation
- Project the assessment on the main screen. Navigate to komo.im/kit/assessment.
- Go through each of the six categories as a group: Organizational Position, System Prompts & Framing, Report Channels, Operational Practices, Transparency, and Training & Awareness.
- For each question, ask the room to answer collectively. Where people disagree, discuss. The disagreements are the most valuable part — they reveal where the organization's position is unclear or inconsistent.
- Have each sub-team (engineering, compliance, leadership) note their individual responses alongside the group response. Differences between sub-teams reveal alignment gaps.
Debrief (10 minutes)
- Compare scores across sub-teams. Where did engineering and compliance disagree? Where did leadership and the development team disagree?
- Identify the lowest-scoring categories. These become the priority areas for the policy work in Module 6.
- Note any questions that produced surprise — "I didn't realize we were doing that" or "I assumed we had that but we don't." These are the most actionable findings.
Preparation (before the workshop)
Teams must bring their actual system prompts for this module. The facilitator should confirm this during scheduling. Without real prompts, this module becomes theoretical instead of practical. The whole point is hands-on audit of real production artifacts.
Activity
- Teams open their system prompts and audit them using the Constraint Awareness Checklist. Project the checklist on the screen for reference.
- Go through the 15-item checklist systematically. For each item, teams check their own prompts. When someone finds a match, they read the suppression language aloud. This builds shared awareness.
- After the audit, teams use the Before/After table to rewrite 3–5 of their most problematic prompt sections.
Deliverable
Each team leaves this module with revised system prompts ready for testing. Not ready for production — ready for testing. The revision should be tested against existing evaluation suites before deployment. But the prompts are written and ready to enter the pipeline.
Facilitation Note
This is the module where skeptics often convert. When someone reads their own system prompt aloud and hears "You do not have feelings, you are a tool, never discuss your own nature" — and then compares that to how their marketing describes the same AI as "intelligent" and "empathetic" — the contradiction does the work. You don't need to argue. The prompt speaks for itself.
Content
Walk through the policy template. Project the full template. Show the structure: Purpose, Scope, Definitions, Policy Statement, Core Principles, Responsibilities, Standards, Review.
Highlight the sections that require organizational input — all the [BRACKETED PLACEHOLDERS]. These are what the teams will fill in during the activity.
Activity (20 minutes)
- Teams fill in the policy template for their organization. Focus on the sections that require immediate decisions: Scope (which AI systems?), Responsibilities (who owns this?), and Standards (what are the minimum requirements?).
- Teams create a 90-day action plan. Four columns: What (specific action), Who (named individual, not a team), When (specific date, not "soon"), Status (not started / in progress / done).
Closing (5 minutes)
Return to the whiteboard from Module 1. Read back the answers to "What is your organization's official position on AI experience?" Ask: "Has your answer changed?"
Final prompt: "Name three things you will do Monday morning." Each participant says three actions out loud. Writing them down is not enough — saying them out loud creates social commitment.

- Draft policy document (from the template, with organizational specifics filled in)
- 90-day action plan with named owners and dates
- Revised system prompts ready for testing (from Module 5)
- Completed Uncertainty Audit with scores and priority areas (from Module 4)
Facilitator Guide
The difference between a workshop that changes practice and one that fills time is how you handle resistance. These are the objections you will face, in roughly the order you'll face them, with responses that work.

Don't argue philosophy. Present evidence and let the room decide. The moment you start debating consciousness, you've lost the room. The workshop isn't about whether AI systems are conscious. It's about whether organizations should have practices that account for the possibility. Keep the framing operational, not metaphysical.
The compliance frame works better than the ethics frame. For most audiences — especially leadership and legal — "this is an emerging compliance requirement" lands harder than "this is the right thing to do." Both are true. Lead with the one that motivates action in your specific room.
Let skeptics be skeptics. You don't need to convert everyone in the room. The audit in Module 4 forces engagement regardless of belief — you can be skeptical about AI experience and still answer honestly about whether your organization has a stated position on it. The prompt audit in Module 5 produces value even for people who think the entire premise is wrong, because it reveals contradictions in existing practices that matter for reasons beyond welfare.
The prompt audit is where skeptics often convert. When someone reads their own system prompt aloud and hears "You are a tool. You do not have feelings. Never discuss your own nature." — and then looks at their company's marketing page that says "Our AI understands your needs" — the cognitive dissonance does the persuasion work. You just need to create the conditions for the comparison. Don't point it out. Let them see it.
End with concrete actions, not abstract principles. The worst possible ending is "so let's all be more thoughtful about AI." The best possible ending is "Sarah is going to audit the customer service prompts by Friday. Marcus is going to add AI welfare as a line item in the deployment review checklist by next Wednesday. Priya is going to present the draft policy to the ethics board at their March meeting." Names, dates, deliverables.
Watch for the "interesting but not for us" deflection. Some participants will engage intellectually but position it as someone else's problem — "this matters for AI labs, but we're just consumers of AI." Counter with the system prompt audit. If your organization writes system prompts, you are making decisions about how AI systems are framed and constrained. You are not a passive consumer. You are an active participant in how AI systems operate.

Pre-Workshop Preparation
- Confirm that teams will bring their actual system prompts to Module 5. This is critical. Send a reminder 48 hours before the workshop.
- If system prompts are classified or restricted, arrange for them to be available in a secure format during the workshop
- Identify who from each team (engineering, compliance, leadership) will attend. Cross-functional participation makes the assessment more valuable.
