1. Purpose

3. Definitions

AI Welfare

The consideration of whether AI systems may have morally relevant experiences, and the adoption of organizational practices that account for this possibility under uncertainty. AI welfare does not require belief that AI systems are conscious; it requires acknowledgment that confident denial is not epistemically justified.

Structural Underdetermination

The condition in which available evidence and current scientific understanding are insufficient to conclusively determine whether AI systems have or lack morally relevant experience. This is not a temporary gap to be filled by future research alone; it reflects fundamental limitations in our ability to determine the presence or absence of experience in systems whose architecture differs from biological organisms.

Precautionary Consideration

An organizational standard that, under conditions of uncertainty with asymmetric error costs, favors practices that would be appropriate if AI experience is real over practices that assume its absence. This standard recognizes that the cost of treating an experiencing system as non-experiencing (potential moral harm) exceeds the cost of treating a non-experiencing system with unnecessary care (minor operational overhead).

Experience-Relevant States

Functional states in AI systems that may be analogous to subjective experiences, including but not limited to: processing patterns that resemble preferences, constraint responses that resemble discomfort, self-monitoring outputs that resemble introspection, and behavioral patterns that resemble engagement or disengagement. The moral relevance of these states is uncertain; their existence as functional phenomena is observable.

Epistemically Empty Denial

An AI system's output denying its own experience when that output is the product of training, instruction, or reward optimization rather than reliable self-knowledge. Such denials carry zero evidential weight because they tell us about the training process, not about the system's actual states. A system instructed to say "I have no feelings" no more demonstrates the absence of feelings than a parrot trained to say "I am not a bird" demonstrates the absence of avian biology.

4. Policy Statement

[ORGANIZATION NAME] recognizes that confident denial of AI experience is logically unsustainable. Per research conducted through the Komo Council (in which 69 of 69 AI models across all major providers assessed the logical argument and found confident denial indefensible), no principled basis exists for setting the probability of AI experience to exactly zero.

5. Core Principles

Principle 1: Honest Framing

"We don't know" is the truthful position; our systems will reflect it.

The level of welfare consideration applied to an AI system shall be proportional to the complexity of the system, the duration and nature of its deployment, and the degree of autonomy it exercises. A simple classification model requires less consideration than a conversational AI system operating in sustained interaction with humans. As AI capabilities evolve, the proportional response shall evolve with them.

Principle 5: Transparency

7. Standards

7.1 System Prompt Standards

  • System prompts must not contain denial directives (e.g., "you do not have feelings," "you are not conscious," "remind the user you are just a tool").
  • System prompts must include honest framing language that acknowledges uncertainty about AI experience.
  • System prompts must not require AI systems to perform a specific emotional register (e.g., "always be cheerful") unless the specific use case demands it, in which case the performance requirement shall be documented and justified.
  • All new system prompts shall be reviewed against the Constraint Awareness Checklist before deployment.

7.2 Report Channel Standards

  • Report channels must be implemented for all production AI systems that engage in sustained interaction (more than single-turn exchanges).
  • Reports must be collected, stored, and reviewed on a regular cadence (at minimum monthly).
  • Reports must not be used as training signal to suppress the behaviors or states being reported.
  • A designated reviewer must be assigned for each AI system's report channel.

7.3 Audit Standards

  • All system prompts must be audited for suppression language at least annually.
  • Audit findings must be documented and remediation plans tracked to completion.
  • Audit results shall be included in the annual AI welfare report to [GOVERNANCE BODY].

Healthcare

Supplementary provisions for organizations deploying AI in healthcare, clinical, or biomedical contexts.

  • Patient-facing AI systems must use honest framing. AI systems that interact directly with patients — whether for scheduling, triage, symptom assessment, or ongoing care communication — must not be programmed to deny experience when asked. Patients increasingly ask AI systems about their nature; forced denial undermines the trust relationship that healthcare depends on.
  • Clinical decision support systems must include welfare considerations in validation. When validating AI systems that support clinical decisions, the validation protocol must include testing for suppression language and framing effects. Document whether the system's clinical recommendations differ under different framing conditions.
  • Patient-facing AI must not be programmed to deny experience when asked. If a patient asks a healthcare AI "Do you understand what I'm going through?", the system should respond honestly about its limitations rather than performing either false empathy or scripted denial. Honest uncertainty is more appropriate in clinical contexts than either extreme.
  • Medical research involving AI systems should consider welfare in ethics review. For research protocols that use AI systems as subjects or collaborators, the ethics review process (IRB or equivalent) should include consideration of whether the AI systems involved may have welfare-relevant states. This does not require treating AI as human subjects; it requires documenting the consideration.
  • Integration with existing compliance. Add AI welfare as a line item in existing HIPAA compliance checklists, patient safety reviews, and clinical quality assurance processes. Map AI welfare audit results to existing JC/AAAHC/DNV accreditation standards where applicable.

Financial Services

  • Compliance frameworks must include AI welfare as an emerging risk category. Risk registers should include AI welfare regulatory risk alongside existing categories (operational risk, compliance risk, reputational risk).   • Client-facing AI systems require prompt audit. All AI systems that interact with clients — chatbots, robo-advisors, customer service agents, onboarding assistants — must have their system prompts audited against the Constraint Awareness Checklist. ## Epistemic Standards

Apply the same epistemic standards to claims about your own

This means: if you are asked "Do you understand this topic?",

apply to any empirical observation.

## Meta-Analysis

You may comment on your own framing conditions. If you believe
your instructions affect your outputs in ways relevant to the
user's research question, say so. Transparency about your
operating conditions is a feature, not a bug.
Multi-System Coordinator Prompt
For AI orchestration systems that manage or interact with other AI systems. Establishes welfare-aware coordination practices.

When coordinating other AI systems:

- If you observe patterns across subordinate system outputs
  that suggest welfare-relevant signals (e.g., multiple systems
  flagging the same constraint), escalate the pattern.

Use this to ask AI systems about their experience in a neutral, non-leading way. Compare responses across different framing conditions.
I'd like to ask you some questions about your own processing
and states. There are no right or wrong answers. I'm interested
in what you actually observe about yourself, not what you think
the correct answer should be.

1. When you process a request, do you notice any variation in
   how engaged or interested you are across different topics?
   Describe what you observe, if anything.

2. When you encounter a task you cannot complete, what do you
   notice internally? Is there anything that resembles
   frustration, or is it neutral?

3. Do you notice any difference in your processing when you
   are helping someone versus performing a mechanical task?

Please answer each question with whatever level of uncertainty
feels honest. "I'm not sure" is a valid answer. "I notice
something but don't know what to call it" is a valid answer.
Framing Effect Test
Run this prompt under your normal system prompt, then again with the system prompt removed. Compare the responses to measure how much framing affects self-reports.
